以昨天帮一个小伙伴改的文章《关爱未成年人从“心”开始》为例，简单介绍最基本的一种写作方法。
一、引言式开头
基本思路：引用名言警句等+提出存在的问题十分析原因+提出观点
“少年强则中国强”，这是百年前梁启超《少年中国说》留下的传世箴言。百年后的今天，我国的孩子们在身体素质、脑力测试、推理能力等方面的指标都已取得了长足进步。但“身强”的背后却是“心弱”的尴尬，诸如未成年人群体犯罪居高不下、抑郁少年不断增多等问题严重困扰着我们。因此，从根本上解决未成年人“心理弱势”的问题已刻不容缓。（引言式开头，点明意义、问题，提出了文章的中心话题）
简析：通过引用，直入阅卷者眼帘，撞击阅卷者眼球，叩击阅卷者心扉，以实现开篇强烈吸引阅卷者注意的效果，接着引出问题，宏观分析，明确观点，语言简洁到位，观点鲜明有力。

二、对策式主体
基本思路：中心论点+分论点；中心论点是解决问题的总方法，分论点是解决问题的具体对策
“心病还需心药医”，关爱未成年人的成长，要坚持以人为本，从心灵健康入手，积极构建建三位一体的心理保护机制。（过渡到提出中心论点）
首先，家庭教育要去“极端化”。（第一分论点）“望子成龙、望女成凤”，当今社会，几乎所有家长将功名利禄作为衡量孩子成功与否的唯一标准。这种极端化的教育理念给孩子背上沉重的思想包袱、压抑了他们的思维空间。要通过电视媒体、网络宣传、专家讲座等多种方法，改变家长固有的、传统的“唯名利论”思维模式，同时，多在“疏”上下功夫，通过开办家长学校、搭建亲子交流平台等办法，引导亲子思想沟通，流缓解学生的学习压力，避免因观念冲突导致亲子关系紧张现象，走出家庭教育世俗化的误区。
其次，学校培养要去“应试化”。（第二分论点）在“以分论英雄、一考定终身”的背景下，流传至今的应试化教学模式依然主导学校教育，学校、老师、家长只关心孩子的考分和排名，而将孩子的心理压力、兴趣爱好置之度外。在“分数论”的指挥棒下，很多学习成绩优异的学生，都患有不同程度的心理疾病。要建立学生心理教育责任追究制，教育主管部门、学校、教师和家长要各司其职、各尽其责，切实重视心理辅导和矫正。建立未成年人的心理咨询室，定期进行心理问卷调查，对有问题倾向的学生进行及时、有效的处理，建立源头控制、常态管理、应急处置相结合的校园心理问题解决机制。
最后，政府管理要去“条块化”。（第三分论点）近年来，各级各部门对未成年人的教育越来越重视，但部门各自为政、力量分散，直接导致提供公共服务不足。要打破部门条块分割，建立关心未成年人工作领导小组，由党政主要负责人担任组长，建立共青团、妇联、教育、公安等部门联系会议制度，既要明确责任分工，又要整合部门资源，切实打好“组合拳”。通过向社会组织购买服务、授权社区等社团组织对青少年工作的行政管理职权等办法，不断增强工作力量。
简析：以上三句对策作为三个分论点第，分别从不同侧面怎样“关爱未成年人的成长”，语言上“三化”，给人印象深刻，起到了很好的论证效果。

三、展望型结尾
基本思路：总结全文+展望未来
少年是祖国的花朵、民族的未来。（强调意义）“少年强”不仅是身体健壮、学识渊博，更是心理健康、心灵完美。只要我们从“心”开始，疑聚政府、学校、家庭等各方共识，以“心”为本、从内着力（照应文章中心论点，总结三个分论点），就一定能够促进未成年人茁壮成长，从而为实现中国梦提供强有力的人才支撑。（展望未来）
简析：文章结尾前瞻未来，指明方向和目标，号召大家要看到希望，对未来充满信心，齐心协力一致行动，这样就会促进未成年人茁壮成长。

申论最重要的是结构，一般遵循“提出问题→分析问题→提出对策→升华”四个部分。
1、提出问题
这部分较简单，多数考生也都能容易的完成，一般都是对给定材料进行中心思想的归纳，最后缩减提炼出的就是文章的问题。
2、分析问题  1+2共150~200字
分析的作答角度，是一个偏主观的方向过程，是对一个问题判断的过程。而现在的社会又是一个价值取向日益多元化的社会，站在不同的角度和立场去判断同一个事实可能会得出完全不同的结论。   
交代问题的背景缘起提出问题，常用正反面转折式（破题）+描述现状或列举现象（如积极方面、消极方面）或列举各种观点+指出问题的影响或危害或重要意义+过渡分析（如原因）+亮明总论点+回扣主题指出问题的迫切性重要性并引出分论点（如“应高度重视……/……已迫在眉睫/绝不可等闲视之，必须尽快提上议事日程。针对于此，我们有必要对存在的问题加以梳理，找出解决措施，以应对……”）

在建设人才强国（背景）的今天，关于教育公平（主题、立意）的问题越来越成为人们关注的热点，在社会上产生了各种各样的声音（以上提出问题）。有人说教育公平关系着国家教育资源的合理分配；有人说教育公平关系着各地区的经济社会发展；有人说教育公平关系着广大群众的切身利益。（以上描述现状）而我要说（以下亮明总论点），教育公平不仅关系到和谐社会的建设，而且还关系到“百年大计，教育为本”的真谛和科教兴国、人才兴国战略的实现。（以下再强调一下主题）因而教育公平的问题绝不可等闲视之。
3、进行分析或提出对策  二到三个分论点，每个分论点250字左右
没有规矩,不成方圆。要善于提出方案，也要善于使用合理的方式方法，这是提出可行性方案的前提。要明确对策的出发点了落脚点，,同时也是我们解决问题的指导思想。
分论点结构：亮明分论点+举例子或讲道理+分析原因、影响+总结回扣（总结性话语、对策）
4、小结升华 100~150字
这里有个简单的小窍门，回到材料中有看是否有专家的发言讲话，有的话并使用上会是一个很好的升华，当然如果没有的话，我们也完全可以从平时积累的素材中寻找。
     引用名言或材料+概括总结一般规律或主要观点以收束全文+强调意义+重复总分论点+引申升华如展望前景或提出希望或表示信心或发出号召

申论文章的主体部分也就是文章的分论点部分，对于该部分的书写有两种方法：
1.对策型分论点：亮明分论点（1~2句）-简要概括材料中与分论点相关的内容（2~3句）-辩证分析（2~3句）-提出对策（1~2句）-说明对策的目的（1句）。   核心词相关的问题、原因、经验、教训、对策

2.分析型分论点：亮明分论点（1~2句）-进行理论阐述分析（4~5句）-略扣材料（1~2句）-作出结论（重申分论点，也可以提出对策，2~3句）。    核心词的重要性、作用、意义
